Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:

The Permanent Buildings Field Engineer is responsible for managing the Buildings Subcontractor performance from planning through procurement, construction, and turn-over.  Conducts quality oversight on Subcontractor scope, prepares Daily Reports and verification of installation quantities. Verifies that program/project objectives and schedules are met and work is performed within budget and according to specifications.  Resolves problems and coordinates the final turnover of work to downstream work activities.  Has responsibility for subcontracted scope execution, ensuring that Program/Project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. #LI-BH1

Major Responsibilities:

• Responsible for the technical compliance of drawings, specifications, and subcontracts.
• Provides quality oversight of all aspects of subcontracted scope for Permanent Buildings
• Interprets design drawings and specifications.
• Monitors commodities/equipment installation and planning.
• Reviews specifications, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data.
• Administers assigned subcontracts to ensure contract remains up to date in areas such as drawings, specifications, cost and schedule.
• Coordinates with the Field Construction Manager on activities affecting the contract administration operation.
• Coordinates with engineering design on constructability issues.
• Coordinate with engineering on Technical Queries and Transmittals
• Reviews installed quantities on a weekly basis
• Performs field inspection per the Inspection and Testing Plan
• Performs final walkdowns
• Reviews Turnover Documentation
• Prepares Daily Work reports
• Monitors subcontractor work efforts, administers routine subcontract changes and interfaces with client personnel. 
• Analyzes assigned construction activities to determine the scope, time and resource requirements.
• Ensures that proposals for material and equipment are in conformance to specifications.
• Works with various functions to ensure the project achieves corporate goals set for environmental, safety & health, quality, cost, and schedule.

Education and Experience Requirements:

• Required a University Hire with less than 1 year of experience or 4-5 years of relevant work experience –OR– Associate’s and 2-4 years of related experience

Required Knowledge and Skills:

• Have a working knowledge of building construction operations.
• Knowledge of construction technologies.
• Knowledge of supervisory functions relating to field activities.
• Familiarity with current industry quality standards.
• Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program
• Intermediate knowledge of supervisory functions relating to construction field activities.
• Preferably with prior experience in building trades and construction
• Intermediate understanding of production management including scheduling.
• Previous supervisory experience
• Sound communication skills.
• Sound interpersonal and teamwork skills.
